Before making any decisions you need to decide the goals of the website. There are a few questions you need to ask yourself ...

2. do you want your website to generate new business?
Yes! then you will need to consider some form of internet marketing as without any you will not be able to market your business
3. do you need to regularly update the content on your website?
Yes! then you should certainly consider a content management system - CMS (such as Joomla or Wordpress) which will allow you complete control over the content.  Although slightly more expensive to develop, a CMS will save money on expensive website maintenance in the future and training would be vital to ensure you utilise its full potential.
4. will the content remain the same?
Yes! then a cheaper option to consider would be a 'static' website.
6. do you require a payment function?
There are a number of options available for payment providers, the requirements and costs involved will need to be considered within the business plan.

One important thing to bear in mind is your future growth requirements.  It could be more cost effective to develop the website with
this in mind rather than having to redevelop at a later date without planning where you want your business go.
